1) What would it take for me to get a pro card? What would I have to do?
A lot of blood, sweat, and tears and generally speaking, at least several years of competitive success. Many compete for 10-15 years before they get one and some never do. You basically need to compete and win or place high in progressively more competitive shows.Many of the more competitive ones require that you "qualify" by winning or placing high in local or region shows.
2) What does having a pro card mean? What does it entitle me to?
Each organization has its own perks but generally speaking, it's recognition that you've achieved an elite level in the sport. If you are a trainer or speaker, you can generally charge a higher fee for services
3) Would I need a pro card to compete in the IFBB competitions even just the Amateur competitions?
You'd need to compete in a "Pro Qualifier" show. Usually only 1 or 2 pro cards will be awarded and not necessarily to the overall winner.

4) I am interested in bodybuilding, fitness, as well as figure competitions. I understand that the IFBB has bodybuilding and fitness competitions but what sanctioning/governing body has figure competitions?
BIG difference trainingwise between the 3. You can start off doinG one and switch to the other. Trainigwise you'll reach a point where you need to decide if you expect to compete at the elite level.
